A fire safety audit answers one question: if a fire started in this building today, would the systems, the structure and the people do what they are supposed to do? Everything in the audit exists to test some part of that.
Done properly it is not a compliance ritual. It is a survey that produces a prioritised, costed list of what is wrong and what to do about it. Buildings commission audits for several reasons — a fire NOC renewal, an insurer's requirement, a change of use or tenant, a corporate safety programme, or simply because nobody is confident about the state of an inherited installation.
1. Building, occupancy and passive fire protection
The audit starts with what the building is, because that determines what it needs. Occupancy classification, height, floor area, number of basements, and how the building is actually used versus how it was designed to be used.
- Compartmentation — are fire-rated walls and floors intact, or have they been breached by later cabling, ducting and plumbing works?
- Fire stopping at service penetrations — the most commonly compromised element in any building over five years old.
- Fire doors — correct rating, self-closing and latching, intact intumescent and smoke seals, not wedged open, not replaced with an unrated door during a refurbishment.
- Fire-rated shafts and lobbies — lift lobbies, service shafts and stair enclosures maintained as separate compartments.
- Structural fire protection — sprayed or board protection to steel intact and not stripped during services installation.
- External spread — cladding, insulation and openings that could allow vertical spread on the facade.
2. Means of escape
This is checked physically, by walking every route from the furthest point to a final exit, at the time of day the building is actually occupied.
- Number, width and separation of staircases against the occupant load
- Travel distances from the most remote point to a protected escape route
- Escape routes free of storage, parked vehicles, gas cylinders and locked gates — the single most common finding on any site
- Final exit doors that open in the direction of escape and are openable without a key from the inside
- Stair pressurisation systems where provided — do the fans actually run, and is the differential pressure correct with doors closed?
- Emergency and exit lighting — functional on battery, with adequate duration, covering stairs, corridors, changes of level and final exits
- Signage — visible, illuminated where required, and pointing the way people would actually go
- Assembly point — defined, signposted, at a safe distance and not in the fire service access route
3. Detection and alarm
The auditor will look at the panel first, because it tells the truth about the installation. Zones or devices in fault or isolation, a full event log, or a panel showing a permanent trouble condition are all immediate findings.
- Panel status, isolations, faults and standby battery condition under load
- Detection coverage — every room, void, ceiling space and shaft that should be covered, including areas created by later partitioning
- Detector type suitability — heat where smoke detectors would nuisance-trip, and the right choice for dusty, humid or high-airflow areas
- Manual call points at exits and stair landings, unobstructed and at reachable height
- Sounder audibility in every occupied area, tested with the building in its normal state
- Cause-and-effect — verified by test, not by reading the specification: AHU shutdown, damper operation, lift homing, door holder release, shutter drop, public address integration
- Record of the last full functional test and who carried it out
4. Water-based firefighting systems

5. Portable extinguishers and first-aid equipment
Extinguishers are checked for type suitability against the actual hazard in each location, not just for presence. A water extinguisher outside an LT panel room and a dry powder unit inside a clean room are both findings even though the units themselves are perfectly serviceable.
- Type matched to the risk in that area
- Quantity and travel distance to the nearest unit
- Mounting height, visibility, signage and unobstructed access
- Pressure gauge in range, CO2 units within weight tolerance, pins and seals intact
- Service label current, with the next due date visible
- Fire blankets in kitchens and laboratories, sand buckets where applicable, and their condition
6. Special hazards and electrical risk
Most fires in commercial buildings start in a small number of predictable places. A good audit spends disproportionate time on them.
- Electrical panel rooms, LT rooms and switchgear — cable entry sealing, housekeeping, clearance in front of panels, thermographic survey evidence
- Server rooms and data spaces — detection, suppression medium if provided, and whether the room's HVAC is interlocked with the fire system
- DG sets and fuel storage — bunding, ventilation, fuel line condition and the extinguishing provision
- Kitchens — duct cleaning, hood suppression system where fitted, gas bank location and isolation
- Battery and charging areas — ventilation, separation and appropriate extinguishers
- Chemical or flammable liquid storage — segregation, ventilation, spill containment and compatible extinguishing media
- Hot work control — is there a permit system, and is it actually used?
7. People, procedures and records
Systems fail more often through disuse than through defect, so the audit examines the human layer as seriously as the hardware.
- Written emergency plan, current and specific to the building rather than a generic template
- Named fire wardens per floor or area, with deputies for shifts and leave
- Evacuation drill records, with dates, attendance and evacuation times — and evidence of what changed after the last drill
- Extinguisher and first-aid training records
- Maintenance and service records for every system, with numbers not just tick marks
- Defect register — what was found, what was done, what is still open
- As-built drawings, updated after modifications
- Provisions for visitors, contractors and anyone needing assistance to evacuate
Findings that come up on almost every site
- 1Escape routes and stairwells used for storage.
- 2Fire doors wedged open, or replaced with unrated doors during a fit-out.
- 3Fire stopping missing where new cables and pipes were pulled through rated walls.
- 4A fire alarm zone isolated 'temporarily' months earlier.
- 5Diesel standby pump that will not start — flat batteries or empty fuel tank.
- 6Sprinkler heads painted over, obstructed by later ductwork, or buried behind a new false ceiling.
- 7Extinguishers past their service date or of the wrong type for the room.
- 8No evacuation drill in the last twelve months, or a drill with no recorded time.
- 9Detection coverage that stopped matching the layout after partitions were added.
- 10No as-built drawings, so nobody knows what is actually installed.
How to prepare for the audit
The value of an audit depends heavily on what you put in front of the auditor. Preparing properly turns a two-day inspection into a document you can act on.
- 1Gather drawings — architectural plans, fire protection layouts, alarm zone or loop schedules, hydraulic drawings, and anything marked up during past modifications.
- 2Pull together maintenance records for the last two to three years, including extinguisher service history and pump test logs.
- 3Find the commissioning documents from the original installation, including the cause-and-effect matrix if one exists.
- 4List all modifications since handover — new partitions, added floors or mezzanines, changed tenancy, new plant, altered racking.
- 5Make sure every space is accessible on the day: pump rooms, panel rooms, terraces, shafts, ceiling voids, locked stores and tenant areas.
- 6Have the right people available — facilities lead, electrical in-charge, the AMC contractor's technician if there is one, and someone from operations who knows how the building is actually used.
- 7Do a quick pre-walk yourself and clear the obvious: unblock exits, remove storage from stairs, unwedge fire doors. It lets the auditor spend time on things you cannot see.
- 8Be honest about known problems. An audit that documents a known defect and prices its rectification is more useful than one that misses it.
